You are allowed to browse the site, and see whatever coupons are available, even if you are not a member, but you will not be able to print any coupons unless your membership is up-to-date.
The membership cost is $25.00 a year, but it looks like they have an ongoing promotion which gives you $10.00 for each person you refer that becomes a member.
Please, double-check all the facts before joining; I am not a member, so I can only tell you what they have published on their site.
